How to Apply
- Are you a Natural-Born Filipino?
Only natural-born Filipinos are allowed to apply for dual citizenship under Republic Act 9225. A natural-born Filipino means that you were a Filipino citizen when you were born. This is based on the citizenship of your parents and the governing Philippine Constitution at the time of your birth.
- If you were born on or after January 17, 1973, you are a natural-born Filipino if one or both parents are Filipino. (1973 Philippine Constitution)
- If you were born between May 14, 1935 and January 17, 1973, you are a natural-born Filipino if your father is Filipino (note: if you are an illegitimate child, you are a natural-born Filipino if your mother is a Filipino). If you have a foreigner father and a Filipino mother, you may also be a natural-born Filipino if you elected Filipino citizenship upon reaching the age of majority. (1935 Philippine Constitution)
- If you were born before May 14, 1935, you are a natural-born Filipino if at least one parent was a subject of Spain on 11 April 1899, residing in the Philippines on said date, and since that date, not a citizen of some other country. (Jones Law)
If you are not a natural-born Filipino, you are not eligible to apply for dual citizenship under RA 9225.
2. Were you naturalized as a US citizen?
Only those who lost their Filipino citizenship via foreign naturalization are eligible to apply for dual citizenship under RA 9225. If you were not naturalized as a foreigner (acquired foreign citizenship through other means), you are not eligible to apply for dual citizenship under RA 9225.
3. Inclusion of minor children
If you have minor children who were naturalized as US citizens, or who were born as US citizens, you may include them in your petition as derivative dual citizens.
- Dual Citizenship Petition (Use this link: Online Dual Citizenship Application Form Generator) – The petition must be signed in the presence of Consul Tadeo, to be initialed by him.
- Birth Certificate issued by the Philippine Statistics Authority or by the local civil registry of the municipality/city of your birth
- Foreign Naturalization Certificate. In the absence of a naturalization certificate, you may submit a notarized affidavit explaining the circumstances by which US citizenship was acquired and providing, if available, details of naturalization (number and date of issue)
- Two (2) 2” X 2” photos, in white background, taken within the past six (6) months
- Marriage Certificate (if married)
- Death Certificate of spouse (if widowed)
- US Passport (if available)
- Previous Philippine Passport (if available)
- Payment of US$50. (Note: Do NOT send cash or personal checks. Please send the payment in money order, bank draft, certified check or cashier’s check, made payable to “Philippine Consulate General”)
For minor children to be included in the dual citizenship petition, submit the following additional requirements:
- Birth certificate
- US passport
- Two (2) 2” X 2” photos, in white background, taken within the past six (6) months
- Payment of $25. (Note: Do NOT send cash or personal checks. Please send the payment in money order, bank draft, certified check or cashier’s check, made payable to “Philippine Consulate General”)
- Your documents shall be sent to the Dual Citizenship Section of the Philippine Consulate General in San Francisco (PCGSF) for evaluation and processing.
- If additional documents are required, you will be notified by the Consulate via e-mail and will be asked to submit the documents within a prescribed time frame.
- If your documents are in order and you receive notification regarding approval of your application, you must report for a virtual oath-taking on 15 April 2023, Saturday, at 1:00 p.m at the Filipino Bayanihan Center (same location as where you applied). You will be requested to recite an Oath of Allegiance to the Republic of the Philippines. Please dress appropriately for this event.
- The following documents shall be issued to you on the day of your oath-taking:
- Dual Citizenship Identification Certificate
- Oath of Allegiance
- Order of Approval
- Sign the (1) Dual Citizenship Identification Certificate and the (2) Oath of Allegiance. Affix your thumbmarks on the Identification Certificate. Once these are done, provide these to the Bayanihan Center for scanning.
